The Mad Titan and his army would arrive on planets and decimate them, so while Obsidian was undoubtedly tough, he'd probably never been put in a position where his life was under much threat before. Hulk, on the other hand, fought against the likes of Abomination, Thor, Loki and the Chitauri army, the Hulkbuster, Ultron, Surtur, Fenris and Thanos, and while he came out second-best in some of those confrontations, he won most of them. Outside of their battles with the Hulkbuster, though, there are enough instances of Hulk taking on powerful beings to assume he would edge out Obsidian. One has to imagine that, as part of Thanos' all-conquering group, Obsidian had seen little resistance in battle prior to his first appearance in Infinity War. Now, granted, an argument could be made that Stark was going easy on the Hulk knowing that his friend Banner was somewhere inside him, but it really didn't look that way when you consider that he allowed a skyscraper to collapse on top of him. Meanwhile, the Hulk fought an undamaged Hulkbuster, piloted by its creator, and lasted a lot longer against it. Obsidian fought the armor when it was already fairly badly damaged at the hands of Thanos' Outrider army and being piloted by the inexperienced Bruce Banner, and all things considered, he lost fairly quickly. The Hulk fought against the Hulkbuster armor in South Africa when Tony was wearing it in Avengers: Age of Ultron, while Cull took it on in Wakanda when Bruce Banner was wearing it in Infinity War.
